Zelenskyi made a step towards peace, but Putin rejected the proposal.

The Kremlin continues to reject direct peace talks with Ukraine, despite Kyiv’s recent repeated proposals.
This is stated in a new report by the Institute for the Study of War (ISW).
Analysts emphasize that recently, British Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz published a joint statement with Ukrainian leader Volodymyr Zelenskyi. In it, they proposed conditions for a just and lasting peace, including an immediate ceasefire, resumption of negotiations, and freezing the current front line as a starting point for talks.
The President of Ukraine confirmed in an interview with Sky News that he recently met in Kyiv with Russian oligarch Roman Abramovich, who acted as a mediator for “Führer” Volodymyr Putin, to convey his readiness to freeze the front line along the current line of contact and resume peace talks. In particular, through direct negotiations with the dictator-president of the aggressor country.
In addition, Zelenskyi published an open letter to Putin after his meeting with Abramovich, in which he proposed a meeting at the leaders’ level. Subsequently, the Kremlin’s “Führer” rejected the proposal for direct negotiations.
At the same time, Russian Foreign Minister Sergey Lavrov confirmed the Kremlin’s commitment to the “agreements” that the United States of America and the Russian Federation allegedly reached at the summit in Alaska in August 2025.
ISW analysts emphasize that Moscow uses the lack of publicly available information about the alleged agreements to falsely portray Moscow as a willing negotiator.
In turn, the Chairman of the State Duma Defense Committee, Andrey Kartapolov, and a member of the Duma Defense Committee, Viktor Sobolev, rejected the joint Ukrainian-European statement of June 8. They defiantly stated that these proposals are “unacceptable” to the Kremlin, as Russia can achieve its military goals only by “reaching the western borders of Ukraine.”

Kremlin spokesman Dmitry Peskov ruled out the possibility of peace negotiations, claiming they are impossible at the moment. He accused Kyiv of alleged terrorist acts and deliberately hindering the peace process.
Meanwhile, the Kremlin erupted in new statements in a fit of hysteria. In particular, the Speaker of the Federation Council, Valentina Matviyenko, defiantly stated that the aggressor country does not plan to change course, and therefore “will not deviate an inch from its positions, will achieve its goals either through negotiations or through the ‘SWO’.”
Earlier, Institute analysts emphasized that Putin has bet on a protracted war, despite the fact that Moscow’s difficulties are increasing both on the battlefield and within the country. The Russian dictator rejected Zelenskyi’s proposal to negotiate an end to the war and once again confirmed the Kremlin’s commitment to achieving its goals by military means.
