The Ministry of Foreign Affairs commented on statements about “US-funded biolabs” in Ukraine 13.06.2026 18:38 Ukrinform Ukraine has never taken measures related to the development, production, or stockpiling of biological weapons.
This was stated by the Ministry of Foreign Affairs of Ukraine, Ukrinform reports.
“We once again reject baseless accusations and emphasize that Ukraine consistently fulfills its international obligations under the Convention on the Prohibition of Biological and Toxin Weapons (BTWC). The Ukrainian side has never engaged in activities related to the development, production, or stockpiling of biological weapons,” the MFA’s comment reads.
It is noted that the foreign affairs ministry has drawn attention to another wave of manipulation regarding certain cooperation programs in the field of biological safety and public health in Ukraine.
“Cooperation between Ukraine and the United States in the field of biological safety has been aimed exclusively at strengthening the capabilities of the public health system, epidemiological surveillance, laboratory diagnostics, biosafety, and biosecurity for many years,” the diplomats stressed.
It is added that ordinary civilian activities are being carried out, which comply with international health standards and practices, and are not related to any military purposes.
“Laboratory facilities involved in relevant international technical assistance programs are diagnostic, scientific, or reference laboratories of the public health system, veterinary medicine, or other scientific institutions,” the MFA states.
It is emphasized that Russia has been using the theme of the presence of “biological weapons development laboratories” in Ukraine in its propaganda for many years, but all Russian accusations have been repeatedly refuted at the international level.
“Thus, in 2022, at the request of the Russian Federation in accordance with Article V of the BTWC, an official consultative process was held with the participation of states parties to the Convention, during which all data on relevant cooperation programs, their goals, and implementation mechanisms were provided,” the comment reads.
It is emphasized that, based on the results of the consultations, accusations of alleged biological weapons development or the functioning of military biological programs in Ukraine “found no confirmation.” Relevant issues were also considered within the framework of the UN Security Council, where no evidence was presented to support the accusations made by the Russian Federation.
In December 2023, Ukraine officially confirmed its position at a meeting of states parties to the BTWC, emphasizing that the 2022 consultative process had exhaustively considered the stated accusations, and “Ukraine’s cooperation with international partners in the field of public health fully complies with the provisions of the Convention.”
“Ukraine remains committed to the principles of transparency, international cooperation, and strengthening the global biological security system. We urge reliance on the results of international consultations and verified facts, rather than distorted interpretations or Russian propaganda,” the diplomatic agency added.
Earlier, US Director of National Intelligence Tulsi Gabbard released materials about the alleged funding by the United States of over 120 biolabs in more than 30 countries, where research on biological pathogens, some of which are dangerous, is conducted.
“These biolabs include laboratories in Ukraine, which may be at risk due to the Russian-Ukrainian war,” the statement from the office of the Director of National Intelligence, released on June 12, reads.
It is reminded that at the end of May, the Director of US National Intelligence resigned, and she is expected to remain in office until June 30.
As Ukrinform reported, the Center for Countering Disinformation under the National Security and Defense Council of Ukraine exposed another fake by Russian propaganda media about “secret laboratories” near Donbas, where “tuberculosis pathogens were allegedly artificially intensified.”
