“The Fuhrer” of the Russian Federation, Volodymyr Putin, remains committed to his military objectives, his own theory of victory, and the current approach to warfare in Ukraine. This is despite the fact that Moscow’s challenges are growing both on the battlefield and domestically.

This is stated in a new report by the Institute for the Study of War (ISW).

Analysts emphasize that Russia’s dictator, Volodymyr, rejected Ukrainian President Volodymyr Zelenskyy’s proposal for negotiations to end the war. Furthermore, Putin has once again reaffirmed the Kremlin’s commitment to achieving its goals through military means – a victory for his occupying army.

The ISW analyzed the statements of the Kremlin’s master during the St. Petersburg International Economic Forum. Among other things, Volodymyr Putin claimed that his troops had allegedly captured “2,440 sq km” of territory over an undefined period and currently occupy 85% of the Donetsk region, 80% of the Zaporizhzhia region, and the entire Luhansk region.

Additionally, he falsely stated that the invaders are advancing on all sectors of the front line and have supposedly achieved parity with Ukrainian forces in terms of UAVs, holding an advantage in some areas.

“Putin’s latest statements align with his theory of victory, which asserts that Russia can win a protracted war of attrition by advancing its troops across the entire theater of military operations. The Russian Federation is increasingly struggling to sustain its method of warfare, yet the results of Russian combat operations have declined. Moscow is also grappling with the war’s impact on its economy, a decrease in recruitment levels, and public discontent,” the American analysts highlight.

Meanwhile, Ukrainian forces have intensified their medium- and long-range strike campaigns and challenged tactical initiative on several sectors of the front line in recent months. This poses additional challenges for Russia in continuing its military efforts.

Earlier, Putin brazenly revealed the condition under which he would end the war in Ukraine. He stated that hostilities would cease only after Russia fulfilled all its declared objectives and “achieved the set goals.”

Ukrainian President Volodymyr Zelenskyy sharply reacted to such statements by the “Fuhrer.” He emphasized that the Russian side had once again demonstrated an unwillingness to cease the war, and recent statements from the Kremlin indicate the weakness of his position and disappoint the international community.
