For those businesses unwilling to dispatch employees, there’s an option to pay for the so-called “candidate selection.”

In several regions of Russia, local authorities are compelling enterprises to recruit individuals for contract military service to fight against Ukraine.
This is reported by the television channel Dozhd.
According to the publication, journalists reviewed the “Plan for selecting candidates for contract service in 2026” for the Muysky district of Buryatia. The document was provided to the channel by a source close to the republic’s administration, who asserts that a similar system is in place across Russia.
The document details the number of employees at each enterprise, the count of men aged 20 to 60, and specifies how many individuals each company must send to fight in Ukraine.
As per the source, the republican headquarters initially communicates the plan to the district leadership, after which the local headquarters distributes quotas among the enterprises.
For companies disinclined to send their staff to the front lines, an alternative mechanism exists. They can enter into an agreement with a firm specializing in “candidate selection” for the so-called “special military operation.” In the Muysky district, this service costs 100,000 rubles, which, according to the channel’s interlocutor, represents a substantial sum for local businesses.
Budgetary institutions are also subject to this scheme. For instance, the district hospital is required to provide two employees, despite the medical personnel shortage in Buryatia.
An entrepreneur from Siberia has also corroborated the existence of such practices. He stated that employers began being pressured to find personnel for the war as early as 2024, facing threats of inspections if they refused.
He added that by 2025, a “buyout” scheme emerged: employers were compelled to sign contracts for finding candidates to be sent to war. The cost of this service, he mentioned, is 450,000 rubles per individual.
