Montenegro is introducing a visa regime for citizens of Russia and Belarus starting from November 1.

Starting November 1, 2026, citizens of Russia and Belarus will require a visa to enter Montenegro.
The country’s government approved the relevant amendments to the visa regime on July 23.
The decision was made as part of aligning Montenegro’s visa policy with European Union regulations.
The Ministry of Foreign Affairs of Montenegro stated that they are working on simplifying the visa application process. Applications will be accepted not only through diplomatic missions and consulates but also at VFS Global visa centers.
Such a center is already operational in Russia. Its opening is planned in Belarus in the near future.
Montenegro is also developing a new visa information system compatible with EU systems and Schengen Area security standards. The country intends to introduce electronic visas in the future, allowing for online applications.
The Montenegrin government explained the changes as fulfilling obligations on the path to European Union membership.
Previously, it was reported that Estonia plans to close all checkpoints on the border with the Russian Federation in case of a threat to national security. Currently, the situation there does not warrant its closure.
